Controversial Plastic Bag Legislation Passed By Senate and Headed to the Governor

UPDATE: As of late June 2017, Governor Wolf has officially vetoed House Bill 1071 which would ban local plastic bag bans and ordinances in Pennsylvania! Comment on Governor Wolf’s social media pages to thank him for his veto and to encourage him to seek real solutions for fighting plastic bag litter in PA!


Following approval by the full PA House of Representatives and Senate Governor Wolf will decide the fate of a controversial bill that if enacted will bar Cities, Townships, Boroughs and others from acting to prevent the littering and wasting of the ubiquitous plastic shopping bag.

House Bill 1071 will “ban” local plastic bag bans or plastic bag fee ordinances across the Commonwealth. These types of local ordinances have been used across the country to control the littering and subsequent pollution caused by single use plastic bags.

While PRC does not advocate for or against plastic bag bans, we are concerned that this bill is short sighted and makes no attempt to address the proliferation of plastic bag litter. We do advocate for solutions to this problem and oppose any legislation that limits the power of community’s to take action.
